What the RLUSD Moody’s Rating Means

According to Moody’s rating action, the A2 reflects its assessment of the credit quality and market value of RLUSD’s reserves. It also weighs reserve coverage, liquidity, redemption arrangements, and custody. On top of that, Moody’s factored in operational, technological, legal, and regulatory considerations.

The P-1 short-term rating aligns with the A2. In plain terms, Moody’s judges that RLUSD can meet redemption demands quickly and reliably. For a stablecoin, that speaks directly to its ability to hold the peg under pressure.

Still, the scope is narrow. The rating applies only to RLUSD that Standard Custody and Trust Company, or SCTC, natively issues on the XRP Ledger and Ethereum. Wrapped or bridged versions fall outside it.

Inside the Reserves Behind RLUSD

SCTC is a Ripple subsidiary and a limited-purpose trust company regulated by the New York Department of Financial Services. It issues and redeems RLUSD Moody under that oversight.

The reserve itself leans heavily on safety. Most of it sits in highly liquid, short-duration U.S. government assets, mainly Treasury bills, plus cash. Moreover, SCTC targets 103% reserve coverage, so the backing runs slightly above the tokens in circulation.

Custody adds another layer. The majority of reserves sit with The Bank of New York Mellon, which Moody’s rates Aa1. Cash at a non-custodian depository is capped at $50 million, and additional segregated Treasury bills at BNY support that cash. On top of this, an independent accounting firm publishes monthly attestations under NYDFS guidance.

Why This Rating Is a First

RLUSD Moody appears to be the first stablecoin to earn an investment-grade Moody’s rating. Jack McDonald, Ripple’s SVP of Stablecoins, made the claim in a post on X, and available public records support it.

Moody’s built the grade on its new Stablecoin methodology, published in March 2026. Specifically, that framework scores reserve credit quality, market-value risk, redemption mechanics, operational and technology risk, governance, transparency, and the regulatory backdrop.

For comparison, Moody’s rated Sky Protocol, the former MakerDAO, a B3 issuer earlier in October 2026. B3 is speculative grade. Because Sky’s mark was an issuer rating rather than a stablecoin obligation rating, it does not dent the RLUSD first. In short, no other major stablecoin holds an investment-grade Moody’s rating on the public record today.

The Fine Print and the Risks

The rating is not a blanket endorsement. Moody’s notes that SCTC is not bankruptcy-remote. Furthermore, holders do not have a direct ownership interest in the reserves.

Several mitigants offset that gap. Reserve segregation, NYDFS oversight, and forthcoming GENIUS Act protections in 2027 all reduce the risk to holders, according to Moody’s. Even so, readers weighing RLUSD should understand the structure rather than the headline alone.

One more caveat stands out. Moody’s says its full new-issue report is still forthcoming. As a result, the exact reserve breakdown and the precise thresholds behind the A2 remain unpublished for now.

How a Stablecoin Rating Differs From a Bank Rating

Traditional ratings judge an issuer’s balance sheet, earnings, and general creditworthiness. A stablecoin rating works differently. Instead, it centers on the segregated reserve pool and the risk that the token fails to redeem at par.

Because of that focus, RLUSD Moody examined advance rates on short Treasury bills and cash, overcollateralization, and redemption speed. Notably, eligible institutions can redeem RLUSD at T+2. The methodology also weighs mint-and-burn controls, custody effectiveness, and attestation quality.

For institutions, the payoff is practical. An investment-grade mark lowers perceived counterparty and operational risk. Consequently, treasuries and payment desks that require investment-grade instruments can consider RLUSD within their risk policies.

What Comes Next for RLUSD

The rating lands amid a busy stretch for Ripple. On October 26, 2026, the OCC granted final approval for a Ripple National Trust Bank, which will act as collateral trustee for segregated RLUSD reserves. Meanwhile, issuance stays with SCTC under NYDFS.

Market reaction stayed measured. XRP traded near $1.33 on October 28, 2026, with no sharp spike tied solely to the news. Instead, analysts frame the RLUSD Moody’s rating as institutional validation rather than an immediate price catalyst.

The next marker to watch is Moody’s full new-issue report, plus whether other issuers such as Circle or Tether pursue similar grades. For now, RLUSD holds a first that its rivals do not. This article is informational and not financial advice.
