BIP 360 originally appeared in draft form between 2024 and 2025 under the name P2QRH. Developers later revised the proposal for clarity, and the Bitcoin Improvement Proposal repository officially merged it in February 2026. Bitcoin Core has not yet begun implementation work. This delay resembles earlier upgrade cycles such as SegWit and Taproot, where consensus building and testing took years. In contrast, BTQ moved forward by launching an initial quantum focused testnet in January 2026 using NIST standardized ML DSA signatures.Â

BIP 360 introduces P2MR outputs that commit directly to the Merkle root of a script tree. This design supports scaling technologies such as Lightning, BitVM, and Ark while removing the key path spending method that can reveal public keys. On the Bitcoin Quantum testnet, developers run this structure with SegWit version 2, bc1z address formats, Dilithium based signature opcodes, and one minute block intervals.Â
The fork preserves Bitcoin’s economic principles but operates on a parallel chain with its own token called BTQ. Therefore, developers can experiment without affecting mainnet balances. Mining pools also participate through a defined three percent fee structure, which helps maintain network incentives. BTQ leadership has emphasized that the goal is to transform theoretical quantum protection proposals into executable code that institutions and researchers can evaluate today.
This deployment advances real world testing of quantum resistant infrastructure while highlighting governance challenges within Bitcoin. Any eventual mainnet adoption would require widespread community agreement and could take several years.
