@arkham An unlabeled Safe from a foundation this closely watched will get de-anonymized within hours anyway. The more interesting question is why they'd bother with a fresh multisig instead of using an existing labeled one, operational security or something more specific.

The Ethereum Foundation ETH transfer left EthDev, the Foundation’s genesis-era treasury wallet, at 01:25 UTC in block 26001076. It landed in a Safe proxy that already held about 300 ETH. Notably, no tokens moved alongside it, and no exchange deposit appears in the transaction.
The record is clean and public. An executor tagged “EF 1” called the treasury contract, which then sent 1,000 ETH to the Safe. You can read the full transaction on Etherscan.
The sending wallet is the well-known EthDev treasury, nametagged as the Ethereum Foundation. So the origin is not in doubt. The destination, by contrast, carries no entity label.
After the credit, the receiving Safe held 1,300 ETH. Because it already held roughly 300 ETH, it is clearly not a fresh wallet. In fact, its first activity dates back hundreds of days. Etherscan identifies it as a Safe 1.3.0 proxy.
Arkham posted the alert at 09:54 UTC, about 8.5 hours after the block confirmed. Its headline read, “THE ETHEREUM FOUNDATION IS MOVING ETH AGAIN.” Even so, the same post added a key caveat.
According to Arkham, “It is not clear whether the Safe is Foundation-controlled.” In other words, the firm will not call the destination an EF wallet yet. A label is not the same as ownership.
A Gnosis Safe is a smart-contract wallet. Funds sit on a proxy, and moving them needs several owner keys, such as a 3-of-5 setup. So the contract type is known even when the owners are not. The receiving Safe remains unmapped for now.
Ethereum Foundation ETH movement history
The Foundation sets a 15% annual operating expense target and a 2.5-year cash buffer. It may sell ETH when fiat reserves fall below that target.
The Foundation transfers roughly 160,000 ETH, worth between $610 million and $650 million, into a Safe multisig. EF later calls it a scheduled custody migration.
The Foundation announces plans to convert 5,000 ETH into stablecoins through CoW Protocol’s time-weighted average price mechanism.
The Foundation sells ETH through several transactions, including OTC deals with Bitmine. Reported activity reaches approximately 20,000 ETH in one week.

Further wallet movements or an official EF statement could clarify whether the transfer involved internal custody, a grant, an OTC transaction or preparation for a sale.
The size argues against panic. Arkham’s 14-address EF cluster still holds 94,127 ETH, worth about $235.46 million, plus $23 million in USDC. So this send is roughly 1% of the labeled ETH stack.
The wider picture is similar. Across those 14 tracked addresses, Arkham puts the entity total near $271 million. That figure also includes DAI, WETH, and other assets. By that measure, the send is under 1% of everything the firm attributes to the Foundation.
Analyst @shridlock put the number in market terms. He noted that $2.45 million is about 22 seconds of Ether trading on Binance across spot and perpetuals. By that math, the stack is 96 sends deep.
Price action tells the same story. ETH traded near $2,514 on the day, up about 3.4% over 24 hours, according to CoinGecko. Trading volume topped $15 billion over the same window. A dump hitting the book would pull price down, not up.
This is not the first time a transfer drew a selling narrative. Back in October 2025, Arkham framed a $654 million move as heading to a “wallet used for selling.” EF and Safe later called that a scheduled custody migration, as Decrypt reported.
The pattern also fits routine plumbing. EthDev has sent the same 1,000 ETH size out before, at 38, 52, and 64 days earlier. So this hop resembles an internal drip more than a disclosed OTC deal.
As of writing, no tier-1 desk had independently confirmed a sale. The published coverage so far comes from Arkham-derived flash posts across PANews, KuCoin, Odaily, ChainCatcher, and Phemex. None added new on-chain work.
The Foundation does sell ETH, but under clear rules. Its treasury policy targets annual operating expenses near 15% of the treasury and a 2.5-year cash buffer. When fiat runs short, EF sells over the following quarter.
Those sales have been visible in 2026. For example, EF routed 5,000 ETH into stables via a CoWSwap order in April. It also sold ETH to Bitmine through OTC deals around May. This September move shows none of those hallmarks.
Instead, the Ethereum Foundation ETH transfer looks like re-custody until owners or a later spend say otherwise. That distinction matters for how readers should weigh the news.
The next on-chain step will settle the debate. The selling read gains weight if the Safe sends ETH to an exchange or a known OTC desk. The re-custody read holds if the funds sit or route internally.
A word from the Foundation would help too. As of Thursday, the official EF account had not commented on this specific move. We will update this piece if that changes or if the Safe spends.
